CAHA Rule Changes
For 2003-2004

The CAHA Board on 5-3-03 approved the following rules for the 2003-2004 season, unless otherwise noted.

A)   Tryout proposal - Beginning in the 2004-2005 Season
  - Tier I Tryouts be permitted to begin the 2nd Saturday in May.
  - Tier II Tryouts be permitted to begin the 3rd Saturday in May.
  - A, BB, & B Tryouts be permitted to begin after the Memorial Day weekend.
     
B)   Coaches will be the only persons required signatures on score sheets
     
C)   Penalty/Score sheet Notification
  - Score sheets must be submitted to the appropriate CAHA Tier commissioner, or if appropriate, the CAHA Youth Council chair or designee for A and B.
  - Player Suspension move from 8.16
  - Stop Patches – All players must have a STOP Patch on their jersey
  - 8.7 Move from 8.10. Change last sentence to read, Any violations of said rules, regulations, policies and guidelines subjects the coaches to
     
D)   8.8 NEW - Canadian Penalties shall be recognized an enforced as follows:
  - A game misconduct during a game in Canada, no matter when it occurs in a game, will require the player to sit the next game in Canada, or if it’s the last game, in the next game back in the US.
  - Five (5) penalties for players, or fifteen (15) team penalties means the player or coach sits the next game in Canada or at home wherever the next game shall be played.
  - Match penalties will require a 30-day suspension pending a hearing at the tournament or in the US
  - If the Canadian rule is tougher in Canada, then the team must abide by those rules.
  - All penalties must be documented on the score sheet, and provided to CAHA within 48 hours after returning home.
     
E)   ALL teams are required to obtain an approved Travel permit from either the CAHA Director of Member Services or the appropriate Tier Board member commissioner. All teams are required to submit a trip report and copies of all score sheets to the appropriate commissioner. Refer to section 3.0. For teams not participating in a sanctioned league, the permit shall be submitted to the CAHA Independent Team Commissioner.
     
F)   Skaters on an A team may be counted as satisfying PDR if said player participated in the home rinks in-house league evidenced by registration documents from previous season . . . . .
     
G)   10.7 at end of the paragraph add, All Tier 1 teams shall submit record of performance and all score sheets and certified rosters by 2/1.
     
H)   10.8 Prior to submitting the record of performance each Tier 1 team must play 100% of the teams (registered as of January 1st) in the state of California.
     
I)   11.4 Prior to submitting the record of performance, each Tier 2 team must play 100% of the teams (registered as of January 1st) in the state of California.
     
J)   11.9 Last sentence: All Tier 2 teams shall submit a record of performance and all score sheets AND CERTIFIED ROSTERS by 2/1.
     
K)   11.12 Amend to include: (#4) The player is a registered USA Hockey player currently playing at the A, or B level.
     
L)   14.26 A player registered & rostered on a Tier 1 or on a Tier 2 after 10/31 team of the current playing season may drop to “A” but will not be postseason eligible. Any Tier 2 player who is cut or whose team disbands, drops in level or any player is cut prior to 1/15 may be added to an A roster & be post season eligible.
     
M)   15.2.5 Any player registered and rostered on a Tier 2 or after 10/31 of the current playing season may drop to B but will not be postseason ineligible
     
N)   15.2.6 Any player registered and rostered on a Tier 1 team during the current playing season is ineligible for participation at the B level
     
O)   Any team that drops within the guidelines from Tier 2 to A, or from A to B the CAHA recognized leagues must be put the team into the remainder of the league schedule.
