Youth Council - Rule Change
Proposals
It was determined that
input on rule change recommendations were to be
submitted to the Youth Council by March 1. The YC would
discuss the suggestions received and present their
recommendations to the board for approval. This did
happen and the following occurred:
Tryouts
- Tier I Tryout
dates for 04-05 season be permitted to take
place as soon as the second week in May
- Tier II
tryouts be permitted as early as the 3rd Sat in
may
- A/B tryouts be
permitted to begin after the memorial Day
weekend.

Requires every
Tier player and parents to sign a certification that
they will attend playoffs or receive certain
sanctions to be determined by the YC and CAHA. The
sanction should follow the players as well as the
association.

Notification - At the same time, copies of this
documentation must be submitted to the appropriate CAHA
Tier commissioner for Tier teams or the CAHA YC chair or

8.8 New section
defining penalties from Canadian tournaments/games
- A game misconduct during a game
in Canada, no matter when it occurs in a game,
means the player sits the next game in Canada,
if that's where the next game is, or home if
that's the next game.
- Five (5)
penalties for players and fifteen (15) team
penalties means the player or coach sits the
next game in Canada, or at home, wherever the
next game is.
- In cases of
match penalties, the player or coach sit from
that game for 30 days or until a formal hearing
is held, either at the tournament, or at home.
If the tournament committee on-site reviews the
penalty at that tournament, not later when the
team returns home, and changes it, it must be
written on the score sheet and a copy provided
to the CAHA Youth and Disputes Committees within
48 hours of returning home.
- If the
Canadian rule is tougher in Canada, the team
must abide by those rules.
- Coaches have
the responsibility to see that the penalties are
served wherever the team is playing.

are required to obtain an approved Travel permit from
CAHA Director of Member Services. ALL teams are required
to submit a trip report and copies of all score sheets
to the appropriate commissioner. Refer to section 3.0.
For teams not [anticipating in a sanctioned league, the
permit shall be submitted to the CAHA Independent Team
Commissioner.

Proposal for Tier
II Scheduling
This proposal is
designed to create uniformity and consistency within
each Tier II division by assuring each team of a set
game schedule for the playing season. This schedule
would be developed, generated and administered by
CAHA. In addition, CAHA would take full
responsibility for the tracking of statistics,
player/coach's penalties, cumulative team penalties
and team standings. This proposal would assure
compliance to CAH rules governing the number of
times during a season that teams are required to
play one another. Participation in this schedule
would be mandatory for all CAHA tier II teams.
(Examples of costs for this type of schedule was
shown - an example used Pee Wee AA with 14 teams)

All teams must play all other teams registered in
the division (as of Jan 1 of the playing season at
least one time.)

Alternate Tier
scheduling proposal
A schedule will be facilitated that addresses those
games that are not already played within the
respective leagues (NORCAL and SCAHA ) for ensuring
that all AA teams play each other at lest once, and
such that NORCAL teams will travel up to two times
to the south with a guaranteed three to four games
per weekend, and SCAHA teams will travel up to one
time to the North to fill out the remaining
schedule. The schedule could be facilitated by the
SCAHA and NORCAL schedulers, or a CAHA scheduler
could arrange. The cost of the ice and locally
scheduled officials will be totaled and divided
evenly between all participating teams in a
division.
